I wonder... could part of the problem that I have with writing be that I don't have a solid, well-established villain?

You don't always *need* a villain. Or even an antagonist, depending on what you're writing. On the other hand, some stories do.

I know, I'm completely non-helpful.

I know, but the stories I'm telling do need one, and I'm not doing a very good job with them.

Well... what's their motivation? How do they convince themselves that they're actually good people/doing the right thing/no worse than anybody else?

I've got motivations, but my villains don't have any life to them. They're not people.

Hmmm... worse comes to worst, you could try Hemingway's trick: write a (preferably very) short story with the character you're having trouble with as the main character. Some major event in their lives that shaped who they are. Treat it as canonical in your writing, but never ever allow anyone else to see a single word of it ever.

I've done that before. I appreciate that you're trying to help, but when it comes down to it, I need will more than advice.

God, I wish I could use advice, because I can get that from someone else.

Part of the problem I'm having with writing is that my current story has unusually low levels of epic ass-kicking.

Uh, I'll trade you?
